I tried a few things that required a lot of rubbing and buffing...I found a product that I like that worked very well...it is called Nu Shine. My black was very oxidized and I thought I was going to have to take her in a shop to get this stuff to shine again. After applying, wiping and using a regua...

Thanks for the feedback...I was just chatting with my brother who told me that he opened the ballest while the boat was at the dock getting ready to be placed on the trailer and that is why it was partially drained...I also am going to do the clorox suggestion...it was very stinky this time around! ...
