Your setup is exactly the same as mine. You need to fill by opening the gate valve at the Stern, it fills quicker if you also open the vent under the step. When the Ballast is full (NEVER PART FULL) Close the Stern Valve, and then the Step Vent. The water level at full should be within 3" of the top...

Still patiently waiting on a ruling for a trawler smilie . Guess you haven't figured.... It just aint going to happen...... I would agree with all of the foregoing. Especially having an Anchor. Just make sure the first mods attend to your Admirals comfort requirements, that way you will enjoy your boat more and future funding will be easier to access.. 8)

I mounted mine below the Stbd rear table seat and about 6" from the keel. Works perfectly.
