I don't see a problem moving the wear bolt. I added one to my V25, as the factory wear pin was worn pretty good. On the 25's the wear pin is welded to the tube that the keel cable passes through. IX, I often thought about that, but think to make a Mac "new" you would have more into it (time and materials) than you could sell it for. That should probably work ok. A short bridle with a thimble on each end and a thimble on the cable end with the bridle running through it. The starboard side of the keel has a relief cut into it so the cable actually is in the center of the weight. Hard to tell from your pictures if your keel has that relief area. The original way to hold the keel cable to the keel is with a 3/8" stainless steel bolt going through a thimble. The bolt goes through from the port side and the thimble is on the starboard side. South Dade marina is only 3-4 hours from Cocoa. $10 a day to store your truck and trailer. Lots of good sailing in the area.

I added that piece of 3/4" white oak flooring (grooved side up for traction) on top of the factory step. Made it wider and longer.

I would drill the 3rd hole. Made sure you use as big a washer as you can under the bolt heads.

You can do an automated radio check on channel 27, if you are close to a CG station that uses it.
