U want the flop as the pulley needs to flop when u tack otherwise it will b about 60% off angle when u backwind ur headsail before tacking otherwise the sheet would b chaffing off the base , thats why I bought the one,s with the line guides in front of them , they r designed to flop for that reason

Just sayin Thats All !
Now if u want too stop them from flopping around loosely then u can remove the bolt lift out the complete pulluey & holder assemb. & insert a strip or piece of rubber tape under neath then re-assemble if u look closely at the pic of mine u can see the rubber button in the middle of the base that does the same thing  mine came from Garhauer with them in there

PS Make sure u put some blue loctite thread locker on the bolt threads one of mine came off when I first used them , so I loctite them all :)

You're going to shame me into doing something about it, aren't you, John? :D

Not really Tom :P
Mine r starting to flop a bit now as the rubber buttons r starting to wear & it does not bother me one bit :)
but if it does it,s a very simple mod either use rubber tape or buy the little pre glued rubber buttons @ any hardware store
