Well, I have to back off on this one.
I scanned a couple of threads and found some trailering stories on RV boards about guys from WI (no plate required) driving into IN and getting pulled over.
This might come down to more practical issues of compliance....obviously there are things like triple towing ( car plus RV plus boat) which will catch the eyes of the Law enforcement PDQ.
Courtesy is obviously king too....if you are pulled over and start waving the COtUS at the LEO then your life will bound to get more difficult.
All of the trailering sites list regulations by state for registration, but not operation. There are statements of reciprocity but they aren't really clear as to what is covered....and some things clearly are NOT reciprocal.
