I think your GPS is fried.
Empty ballast would give you 16-17 knots on a lightly loaded boat.Loaded ballast would give you 12-13 knots at best.
Thats with your high thrust 60 honda on a M.

Would love to see results as no one I have heard have given test results in the new 60 hp High Thrust fuel ejection Bigfoot Honda.
I have the bf50 and tried many 3-4 blades and gave you 3 -4 knots above what I can do.
I have my mast off boat and best I can do is 15.4 knots with 2 persons in a 1 ft. sea with no current and empty ballast.
I take off mast during summer for day trips due to little wind and power to Sanibel beach to swim during summer. Will put mast on October.

Playing around with props can be very costly
Save yourself some money and,
Find a specialist propeller company, not a boat dealer as they dont have the expertise
Give them the dimentions and weight of the boat
The WOT and the speed, size of motor that you want being realistic and let them come up with the right prop for you
If they get it wrong they have to sort it out you don't have to keep buying props that dont work
I went down this track with Piranah propellers here in Australia
These props have interchangeable blades so the exercise was easy
