Now I am wondering if I am trying to fix a problem that isn't there. The hull below the rubrail buffs and waxes up great. 2002
26X deck/topside are they supposed to be matte/flat?

I have tried compound and wax with a buffer to no avail on areas above the rubrail (not nonskid).

Are you expecting to have the same mirror reflection from a curved surface as from a flat surface?
After all of your work, are the above rub rail areas considerably smoother to the touch? Does water easily roll off?
If yes, lower your expectations, go for a sail; you own a sailboat, life is good.
