Oops... having reread your post your having a different problem then I had.My keel would jam when it was all the way down and I couldn't pull it back up

My keel used to get stuck the same way as yours and I couldn't understand why until I figured out what happened. Pool noodles stuffed down the mast works for me. Got that idea from this site.
