I figured it out - just made something out of 1.5 starboard. Just to post an update about two experiences with this rudder design. First, prior to reinforcing the top with the biaxial cloth I went sailing. When turning sharply on a run the bottom half of the rudder broke off entirely. I repaired it by drilling 7/8" holes deeply into the remaining portion...

Reading through some other forums and specs, and it looks like both the Chrysler 26 and the Ericson 25 have keels or centerboards with another 1000 lbs of lead in triangle-shaped cavities around the keel... which is exactly what I was thinking of adding to my Mac. That said, just buying one of those...

Thanks @The Cuscus. I could do that for sure, and it might help with adding tongue weight too.
@Others Any particular reason the Seaward is better than a Chrysler or a Balboa in heavy weather?
I'd assume they all suffer from the same risk of fiberglass breakage if the keel slaps back and forth.

Wow - yeah that would toast my price range. Seems not that different from a Balboa though.
Chrysler 26 looks pretty appealing -- heavier than a Balboa, and more headroom.

Here are some photos of my rudder mod. Went for a NACA 12 shape. The last photo shows how I'm reinforcing it with biaxial cloth on the weakest point (where the wide part connects to the narrow part).
