I don't want to poo poo the problem with mussels and I think that they have been a major financial drain on the utility companies, but I have not seen a problem with outboard motors. I lived in Nevada for many years and actually looked at an X to buy in Lake Mead, but I bought a boat in the midwest ...

Only one way to fix it, and that's a new steering cable. Lots of info already on this site, so search it out. Before I installed a new cable, I had terrible almost unusable steering. I then put on a new teleflex , and it was night and day difference.

If I remember correctly, that's why Florida has a $500.00 fine if you are caught motoring or powering on your trailer. It's amazing that almost all power boaters do this, and even Roger's demo videos show this method also, but I find it easier to pull it up with bow and stern lines.
