Kurz, as Divecos says your engine may have been mounted too high on the transom. When it is in the down position, is the top cavitation plate (the large one, just above the propeller) level with the bottom of the stern? If that proves not to be the case can the engine be lowered one bolt hole (X 4)?

My Suzuki (also 60hp), which is properly positioned, just barely touches the centre of the rear lower curve of the seat when I try to fully raise it. It scrapes by and then is clear. I lost a very small bit of paint on the motor cowl before I figured this out and simply lift the seat a bit until it is past this point.
It wouldn't hurt things too much to grind away the edge until clear, but for now I'm going to live with it a little longer. Also if the engine is turned to one side, or the other, it can affect where, and how much it touches.
I wouldn't resort to this until I made sure your engine mounting position is optimum. The have been several posts to this site previously concerning the best position of the outboard lower unit, for proper performance under power.
