What is this wooden tiller-lookin thang?

That model has a single bow cleat, which is kinda far away from the stem fitting. But it might be set up to work off a line hooked into the trailer winch bow eye, and operated from on the deck. Is there a length of line with a hook or other hardware on each end maybe?

I may also work off the two forward stanchions of the bow rail, with a cross bar (pipe?). They lean forward, and the forestay leans aft, so it may be able to react against those stanchions without sliding.

That's all assuming it's for pinning the forestay, which sounds pretty reasonable.
