Your mast has certainly been extensively modded.

The steaming light for example is normally about 10' up from the bottom, not at the very top. That combination light is an extra, maybe he put it up high so the down-light would cover a larger area?

IIRC the forestay hound is normally secured by the same bolt as the upper shrouds (funny how you can be unsure about these things when you haven't got the boat to look at :!: ) so yours has been raised for some reason. There are various posts here about raising the whole furler so as to make it easier to fix the forestay to the deck-tang when stepping the mast. This usually entails raising the forestay hound up the mast.

I can't say more without knowing what's at the bottom of your furler.

The port-side block at the mast head kinda looks like it's been fitted to provide a fore-halyard symmetrical with the main halyard, but to my mind that doesn't really work. The halyard could be tied to the pulpit while sailing as a safety in case of forestay failure - that location keeps it clear of the furler - but it's not good for either mast raising or hauling up a jib sock. For that you need the block hanging from the forestay hound.

You might be able to get a straight pull for mast raising by tying both halyards to the mast rasing pole, so the load is balanced each side - maybe that's what the PO did :?:
