Windscoop
I have one of these windscoops also.
I have a roller furler, so there is no jib halyard available to pull it up with. Instead, I use the main halyard to raise the scoop.
Since the main halyard is too far aft to pull the scoop up directly, I take a piece of small line tied in a loop - it goes around the furled jib and then the halyard comes down through the loop to the windscoop. Thus, the loop pulls the main halyard forward from the mast toward the jib; by changing the diameter of the loop of line, you move the angle that the halyard is pulling the windscoop up from.
