I guess you could disconnect your steering cable and then see how freely the steering mechanism/rudders move when not hooked up to the cable. If it moves easily then your problem is probably/maybe/could be the R & P and the steering cable.

Or, conversely, if disconnected and the rudders are still difficult to move but now your wheel spins easily then the problem is probably/maybe not your R & P and the steering cable.

Just a thought.
