Not possible the prop is bent? that will cut the revs back but won't make it cough but would check around that area for damage as don't think the rope could damage anything internally and if it was running ok prior it stands to reason it would be caused by the incident.
I have had some monumental foul ups with ropes etc which have badly damaged props (and a rudder and a ladder) but never had the motor shut down except by stalling but it can be restarted ok.

Hey Kitcat - If the prop's not distorted, then is it possible a strand from the painter could still be wrapped around the shaft (inside, behind the prop) and causing drag? Being under water would prevent it from melting itself loose.
