I used to think my pivot bolt was not letting the keel down when I cranked the keel whinch. I put my boat in the lift and cleaned out the slot for the keel Cleaned off the keel and put some grease up in the keel slot and on the keel . Still had problems with the keel not going down . Finally decided to get a new brake whinch thinking that had to be it . One day the weather was too good not to go sailing and since I was getting the new whinch I tried spraying silicone spray on the gears and release mechanism, The keel went down smooth as silk. I have been doing this now for more than a year and no problems raising or lowering the keel .

Sounds like a Venture or a Mac 25. My 25 had a winch similar to my mast raising winch.
