Not to inflame the issue further but if this did proceed to a civil action, what you claim to be an anchor could be construed as a grappling hook by the other boat and presented as an attempt to board him. Nah, no lawyer would propose that.
Conflict on the Water, what would you do?

Your stance is very clear and I happen to agree with it.

There are "Ferals" in every culture and involved in every activity, I have seen an 'old salt' drive down to a multilane boat ramp, pull across the top blocking access to all users, he then proceded to setup his boat, once finished he went to the toilet block, after some choice words to complaining boaties no-one was game to ask him to move.

Had I been there and seen that,
(1) I would be tempted to hook my large towing chain to his front end and yanked him out of the way while he was in the head or (2) gone around to every one of his tires and flattened them. I once took down a UW Husky offensive lineman in the 80's for smacking a female around and I am 6' and at the time weighed 180.
I don't suffer fools lightly and love putting people in their place. I am a kinder/gentler person now but I believe that when necessary, you need to take matters into your own hands to rectify some situations.

J, I am part Scot and proud of it but I'm not sure that would be my way to handle things, I wouldn't want to get laughed at...

John said,

I decided to look up "wee". According to the dictionary, "wee" means "1 little; very small 2 very early" Synonyms are "tiny, diminutive; minuscule" That does not sound very intimidating to me John. It did look like it was shot very early in the morning, and the other team was a bunch of rather unattractive women with pity on their faces:!:Wee Scotts have our own way of dealing with agressive behavior

Re: Conflict on the Water, what would you do?
A Scotsman wearing a kilt is shown the door of the local pub at closing time Saturday night having drank his fill, he wanders down the street and promptly passes out on the side of the road. Early Sunday morning three elderly spinsters on the way to church come upon the passed out Scotsman. The first spinster says "That's disgusting, come along now..." , the second spinster says " Not so quick, I've always wondered what the Scotsmen wear under their kilts and I think this is my chance to find out." and with that she used handle of her umbrella to lift up the kilt. "Oh my" said the third spinster as the Scotsman was not wearing anything under the kilt and she took a blue ribbon from her hair and tied it around Scotsman's unit. The three spinsters scurried of to church all with big grins. Shortly the Scotsman wakes and has the urge to relieve himself, he find a convenient tree reaches down and feels something is amiss, pulls up his kilt to look and says "I don't remember where we've been laddy but it looks like we took first prize."

Re: Conflict on the Water, what would you do?
I remember when I was little my step dad had a 43 Ft. trawler that he kept in the canal in front of our house. The canal was narrow and not much wider than the boat. One evening a fisherman set a strand of nets across the entrance to the canal while my dad was loading the boat with ice to leave for a trip.
My dad waited for the fisherman to leave, fired up the engines (twin detroit deisels), and backed through the nets, tearing them to shreds. The fisherman returned later and they exchanged a few choice words, however the fisherman didn't have the courage to come to the dock and eventually left.
I can see where the entrance to a harbor or chanel is a great fishing area, but they need to respect other boaters (sailors, PWC, skiers) also. Life is to short to waste it bickering and confronting each other when we should be enjoying time with family and friends. I see to much fighting in my line of work and its amazing how people get into it over the most stupid things. (sorry for getting off track).
