Depends. We didn't. The water was warm enough but it was mostly cloudy while we we there making the swimming choice less inviting. Lots of other folks were splashing away particularly over at Canon beach. The water in the mooring field is only 5-6 feet deep and grass covered. No telling what might be lurking down there.

My FIL, who lives and used to boat in southern Florida (all over the coast, for that matter), has told numerous stories of boaters in the Keys grounding their boats accidentally and getting giant fines for disturbing the grasses; presumably grass replacement costs. Is this not a problem in Bahia Honda?

For hard groundings or where you try to use the prop to get off and tear up stuff yes they can fine you. If you can get the boat off with no damage, it is better, no one will even notice. Light shoal boats like these don't hurt the bottom. You can get out and push it off. There are a number of no motor zones marked by buoys. Those should be avoided.
Do not anchor on the reefs or coral. If there is a mooring ball, use it , or anchor away from the reef and swim over. You mostly hear of large boat groundings that do a lot of damage getting fined.
