Tiller Lock

I purchased a tiller lock for my 26D. I'm having an issue installing the fairleads on the coming. It says the distance between them should be about 85 cm (over 3 feet). Which is difficult as the area for the outboard motor gives me no place to mount the fairlead.
1. Do the fairleads have to be equadistanct from the rudder?
or
2. Can anyone offer me some alternatives of how to mount this?
I already overcame one issue of the fairlead behind the friction brake being wider than the tiller.
