If water ballast doesn't work, that's gonna be a major shock to all those salties who've been blowing their water ballast when they come into the St. Lawrence seaway and the Great Lakes.
Water ballast tends to make beer bottles float nicely upright also. Maybe that's where Roger got the idea.
