No solution here, but, I like your video. It is a very clear issue. I have the same action but not nearly as pronounced as what you show. Please let us (me) know what you determine the cause to be.

Tear into it, it has to be a simple mechanical problem. There is a lockout that is supposed to keep the fast idle arm from coming up when in gear.

How timely.
We're going to tear into my BF50 remote this week to a) see why it does that (it shouldn't), and b) move it up and rotate it so it's mostly for/aft rather than up/down, and c) flip the handle over so the tilt/trim button is on the thumb instead of outside where I bump it constantly, accidentally bringing the prop shallow when docking.
This has annoyed me to no end since I got the boat last year. Also can't see the indicators, or reach the key switch and lanyard connection readily. Poor installation, but then, that remote wasn't really made for this type of helm application as it's made for mounting on the gunnel (or gunwale, if you prefer).
Probably replace the cables while I'm at it, as they're 12 years old.
I'll photo document it, for better or worse. Probably start on it tonight or tomorrow, depending on weather.

I've seen the fast idle lever have those symptoms when the cables are adjusted too tight. In my case (2000 Johnson 50) my throttle lever pops up because I adjusted the low speed idle stop too tight (engine side). I think I'm supposed to adjust the low speed idle by increasing the timing and not the stop, but I'm not sure where to do that.

Check the screw on your choke lever (the one closest to the throtle handle). It looks like it is rubbing/catching on the throtle lever.
