Just wondering what this small line attached to the jib is for and how do you use it? Or do I use it? I doubt it is just for decoration...

Can't see detail to well but it looks like a luff line. You tighten it when your hard on the wind and let it out when reaching or downwind.

Freedom... I think that sounds right...but what do you do just pull it and tie it off to itself? Does it really make any difference?

Actually it's called a leech line. If your sails leech starts to flutter, you would pull just enough tension on the line to get the fluttering to stop.

Looks like its just a bit too tight as the leech appears to be wavy. It should be a smooth, continuous edge.

Yes thats the leech line, and Roger does mention it in the sailing guide he provides as part of the owners manual. The leech line should be just tight enough to keep the leech from fluttering. If too tight, the leech will cup upwards, which is what yours appears to be doing.
