Some outboards spew water out with the exhaust stream, which is split from the through-hub exhaust, to indicate a functioning water pump. The E-tec is one, and I think it's right below the hose attachment point.
With any outboard you want to shut down immediately if water does not spew out somewhere shortly after startup. Part of the startup procedure with just about any boat, no matter the engine, diesel, gas etc. is to check for "spew".

I kinda assumed that with the foot in the water the flow reversed and the pee hole is the same hole that the hose screws on to ? Its amazing how different this motor is than a conventional 2 stroke .
I have a 2008 etec 60 and it's been great. The pee hole is the same one that you can screw a garden hose to reverse flush. By your description it sees as if the rubber hose that attaches to the hole inside the cowling may have come off, I think it's held on with a zip tie and if you flush with a garden house and turn up the water too strong it could loosen this hose. Open the cowling and check that this hose is attached to the inside of the pee hole.

I suspected something like that thanks ! I will pull it off and check ....do you know if your etec uses transom wedges ?

dreamer and I both have M's. I don't have transom wedges on mine, but an X, such as you have, might be different.
We were testing on Bill P M with the Etec 90 last weekend.
Ran really great and not loud. Vibration no problem, smoother than the newer Suzuki 90 at 3000-3800 RPM. Maybe a little more exhaust smell at low speeds than the Suzuki (could be old gas).
You should hang the motor and try it. If you don't like it, the next motor will use the same bolt holes with little effort.

I hate to sound stupid but if a motor has tilt and trim and trims the full range up and down what are the wedges for .I know someone posted they got a little performance with the wedges ?
I added wedges to my M, and it allows me to push the bow down( or the stern up) more. This lets me to see over the bow while seated, and actually gain a few miles per hour.

O.k now I get it ! Are the wedges reversed to get bow down ?
Yes. the thick, fat side is put through the topbolt on both sides; Slim side through the bottom bolts. To Answer old question, you should get at least 18kts - if not more - be careful.
Re: props try: 14x11 big ear pontoon prop. or a 13 3/4 x 11 or 13pitch. Use the prop that gives you full RPMs of 5500, regularly loaded.
The wedges are not too necessary on an X, supposedly do a more for an M. You can keep the boat nosed down to avoid plow mode a bit longer, but normally at speed I adjust the extra angle out immediately and go a little past neutral. I have an adjustable jack plate doing the same thing as wedges, you can set it straight or 6 deg wedge angle. The one I have can be used as a 2.5 or 5" setback and it spreads the load across the back of the transom. If you are going to remount the motor and add outside plates and wedges an adjustable plate may be worth a look. Gazmn has a 10" on his etec 90.
Saw this chart today checking out the etec pontoon models. Its part of an evinrude ad... but here is their numbers for a 23' 2300lb pontoon with an etec 90.
