Replaced mine on my tandem trailer. Raise trailer to highest point on the front lift. Block up the boat and than lower trailer to remove Centerboard.
One can also use a 2ton jack to raise boat but still need the trailer blocking aft.

Knowing what I know now , I think it would be easy enough to replace it under water .

Feed the line thru , then pass it thru the hole in the keel , bring it to the surface and knot it , pull it tight .
