I'm repowering now (just to a 60HP Merc bigfoot), I'm currently planning to add a 5 degree transom wedge, and not install a hydrofoil. Any reason I should change either of these decisions? (obviously the wedge is more difficult to change later)

Go with the wedge. Most foils you can't install without voiding your new motor warranty. & if a warranty is not an issue, you can always add a foil later.

I thought they were used on short hull boats that rise up at the bow under power?

Definitely the wedges. It gives the motor a better angle of attack thus preventing the bow from rising as much during acceleration. Stay away from the foil. Possible undue stress and torque on stern and motor. Just my 2 cents. (Works for the 140.
)
