If by "older" they mean that boat in the foreground, I'd say it has more to do with obvious lack of maintenance than age.

I think it has more to do with boats that are not maintained rather than just age.
A poorly maintained vessel in a crowed marina is a hazard to itself as well as to the other vessels in the marina regardless of age.
